Municipalities in South Africa have occasionally been faced with strategic financial management contests concerning budget deficits, financial distress, leading to unmaintained and stagnant infrastructure development. Financial management control facilitated by effective reporting, good governance, accountability and auditing must underpin municipal administration environment.
